Irvine, Calif. – JAMS, the largest private provider of alternative dispute resolution (ADR) services worldwide, is pleased to announce the addition of Hon. Mark S. Millard (Ret.) to its panel. Judge Millard brings over five decades of experience as an attorney and judge to JAMS. First appointed as a superior court judge in 2003, Judge Millard spent 17 years focusing on family law. Prior to serving on the bench, he practiced law with four firms for over 20 years.
During his time on the bench, Judge Millard was a member of the Orange County Superior Court Finance Committee and the co-author of the California Practice Guide: Family Law FORMS published in 2011 by the Rutter Group. He served on the Judicial Council of California’s Center for Judicial Education and Research (CJER) Family Law Education Committee and Family Law Curriculum Committee, as well as the California Judges Association’s (CJA) Family Law Committee.
Based in the Orange County Resolution Center, Judge Millard will serve as mediator, referee/special master, and judge pro tem, specializing in handling family law disputes. He is available to conduct sessions in person (adhering to reopening guidelines) as well as virtually for attorneys and their clients across the country.
Judge Millard has decades of experience, is highly respected for his knowledge of the law and has been recognized frequently for his outstanding contributions to family law. We are fortunate to have him join the JAMS panel and look forward to seeing him thrive in this new role.

Judge Millard served as dean of the 11th Annual Institute of Trial Advocacy and has lectured and/or participated in seminars for the CJER, CJA, State Bar of California, American Academy of Matrimonial Lawyers (AAML), Orange County Bar Association’s (OCBA) Family Law Section and Orange County Association of Family Law Specialists. He was honored as Outstanding Judicial Officer of the Year by the Southern California Chapter of the AAML in 2008 and 2017. He was also selected as Distinguished Jurist of the Year by the OCBA in 2008 and was also recognized that same year for his outstanding contributions to family law.
I welcome the opportunity to assist counsel and their clients to resolve disputes presented to me in the realm of family law dissolution. My many years of experience as a certified family law specialist and family law judge have prepared me for this new role as a panelist with JAMS.
