Silicon Valley, Calif. – JAMS, the largest private provider of alternative dispute resolution (ADR) services worldwide, is pleased to announce Hon. Timothy R. Volkmann (Ret.) has joined its panel. Judge Volkmann joins JAMS after serving for 16 years as a judge on the Santa Cruz Superior Court, where he presided over 150 jury trials involving disputes across a wide range of areas.
Judge Volkmann served as the presiding judge of the Santa Cruz County Superior Court from 2020 to 2023. During this time, he also served as the supervising judge in the Civil Court, presiding over all jury trials in the civil department for Santa Cruz County. He participated in Santa Cruz County’s Judicial Mediation Program, which allowed parties to mediate their matters with a sitting judge. Throughout his career, he has served as a mediator in approximately 2,000 cases, involving all types of civil litigation and probate disputes. Judge Volkmann was elected to the American Board of Trial Advocates in 2006 as an advocate.
Based in the Silicon Valley Resolution Center, Judge Volkmann will serve as an arbitrator, mediator, neutral evaluator and special master/discovery referee, handling personal injury/tort, probate/estate/trust, construction defect, employment, insurance, government/public entity/schools, real property and business/commercial cases. He is available to conduct sessions in person, as well as virtually, for clients across the country and internationally.
Judge Volkmann brings over 40 years of experience as a civil litigator and Santa Cruz Superior Court judge and has an incredible aptitude for handling complex cases across many areas of the law. He is known for his diligent approach to cases and working with parties in a way that prioritizes patience and respect.

Prior to joining the bench, Judge Volkmann spent 27 years as an attorney in private practice. His work during this time was solely focused on civil litigation, and he tried 75 jury trials to verdict. These matters involved intellectual property, professional negligence, employment discrimination, sexual discrimination, wrongful termination, construction defect, premises liability, insurance coverage and negligence. During his career as an attorney, he represented plaintiffs, defendants and insurers.
Throughout my career, I’ve had the opportunity to work with individuals from all walks of life and navigate cases that run the gamut in terms of subject matter. My decades of practice have helped deepen my understanding of how to assess the facts, challenges and goals that underpin each case, and I look forward to continuing to employ those skills in my new role at JAMS.
