Hon. Robyn A. Millenacker, Retired Judge, Ransey County District Court Joins JAMS in Minneapolis

Distinguished judge joins JAMS as an arbitrator, mediator, court-appointed neutral (special master/referee) and neutral evaluator

Minneapolis – JAMS, the premier provider of alternative dispute resolution (ADR) services worldwide, is pleased to announce that Robyn A. Millenacker, Retired Judge, Ramsey County District Court, has joined its panel. She joins following nearly four decades of litigation and judicial service in state and federal courts.

Judge Millenacker served as a District Court judge for the Second Judicial District, State of Minnesota, Saint Paul from 2010 to 2024. Prior to joining the bench, she spent 17 years as an assistant U.S. attorney in Minneapolis and Los Angeles. A recognized leader in juvenile and family justice, she pioneered Minnesota’s judicial response to sex-trafficked youth and trained judicial officers across the Upper Midwest. She also played a key role in expanding family court resources, including establishing a pro bono clinic, a self-help center and the early neutral evaluation program in her county.

Based in the Minneapolis Resolution Center, Judge Millenacker will serve as an arbitrator, mediator, court-appointed neutral (special master/referee) and neutral evaluator, handling business and commercial, False Claims Act, affirmative civil enforcement, education, employment, environmental, health care and family law matters. She is available to conduct sessions in person, as well as virtually, for clients across the country and internationally.

In her ADR practice, Judge Millenacker brings the insight of a seasoned trial judge and litigator to help parties resolve disputes efficiently and effectively. As a federal prosecutor, she handled civil enforcement, defensive litigation and False Claims Act matters, and later prosecuted complex gun, drug and gang cases. Earlier in her career, she litigated mass tort, product liability, intellectual property and business and commercial cases.

Judge Millenacker earned her J.D., cum laude, from the University of Minnesota Law School and her B.A. from the University of Minnesota.
